In the context of zoning laws, specifically regarding the Heavy Industrial Zone, residential use is prohibited because this zone is designated primarily for industrial activities that may generate noise, traffic, or other disruptions that are incompatible with a residential environment. Heavy Industrial Zones are typically intended to support operations like manufacturing, processing, and heavy equipment use, where the presence of residential areas would likely lead to conflicts regarding noise levels, safety hazards, and other industrial disturbances.

Thus, placing residential units in an area designated for heavy industrial activities can pose risks to residents and disrupt the industrial functions of the zone. This rationale reflects the need for zoning regulations to manage land use effectively, ensuring that compatible uses are located together while protecting residents from the adverse effects of industrial operations. The other choices, such as junk yards, accessory uses, and manufacturing, are typically allowed within a Heavy Industrial Zone as they align with the purpose and activities that the zoning classification is meant to accommodate.
